In Jiang's late-empire frame, a declining power may become more violent because it cannot admit the old coverage map is gone. It narrows commitments, demands tribute, relocates pressure, and tries to keep rivals weak enough for a later bargain. That is why retrenchment often appears with proxy attrition.
