# Bureaucracy As Death

Jiang's bureaucracy model is not only red tape. Bureaucracy manufactures problems so it can sell solutions, processes people into compliance, protects its own procedures, and keeps threat surfaces alive because the office needs a reason to exist.

The death is institutional and spiritual. A living mission turns into pension logic, rule maintenance, and self-justifying threat management. The system still operates, but operation is no longer life.
